    New Horse Trough

To protect against this happening to the original, again.

The new trough also will function as a fountain, with a stream of water spouting out of lion heads into a bowl.

A $40,000 horse trough. Of course.

I think less than 10 people give more than zero $@%&$ about a/the horse trough.

A trough is a trough, of course, of course,
and no one can balk at a trough spinoff
that is, of course, unless the trough is the
    Glen Ellyn trough rip-off.

Would the funds have been better spent on still more support for private businesses?

Some paint or fixtures? A refinished floor or two?

I'm not saying this is the best thing ever, but at least it's for the public and will, without question, leave a lasting and locally significant legacy.

Or, perhaps the town could have brought this subject up publicly first and invited a resident(s) or GE business to sponsor the repairs and not use taxpayer funds to do this. If there was inadequate response after a set amount of time, then use Village funds.

    Exactly.

And Jombl, we'll agree to disagree as to whether this trough "without question, leave[s] a lasting and locally significant legacy."

You`d have to agree that even this bronze casting of Lucille Ball paid for by her home town left a lasting and significant legacy:

Hopefully someone here in Glen Ellyn before commissioning anything outside of ones immediate competence did the standard quick study and has at least a basic grasp of the casting/foundry industry`s terms, metrics and standard contracting language as to alloy, grade, finishing work and crispness of relief.

If it comes out like crap, someone should FOIA the contract as I suspect it will then be blank as to finishing standards, relief crispness and quality control metrics. In that case, then, we will have got exactly what we asked for - our own Lucy.

We will spend less on this village centerpiece (which if done well will be here for centuries) than on Two Hound Red:

Two Hound Red was approved for a $45,000 investment by the Village. .... the Village Board (additionally) approved a sales tax rebate incentive of $105,000.

Here are some other things our tax dollars paid for:

t improvements to the interior of the businesses, including ADAcompliance improvements, plumbing, HVAC, grease trap interceptor and other structuralimprovements. The fašade awards assisted with businesses also making necessary ADAimprovements including ramps and wider doorways for the businesses as well as energy efficientwindows and doors. The Fire Prevention award assisted with updating fire alarm systems indowntown properties.
If we can buy private businesses grease traps, new windows, doors and toilets - surely we can spend just a minor fraction of that on this public monument .... (if done right!)

Seems they had a surplus that fit

"In November 2018, the Village approved its $61.9 million budget. The budget encompasses the 17 funds in the Village and is developed using a zero-based budgeting philosophy where each dollar is justified and accounted for annually. The operating budget sustains the Village's current level of services and only increased by 0.57 percent from 2018, less than the Consumer Price Index increase of 1.9 percent. The General Fund, or the Village's main operating fund, is balanced with a small surplus of $41,793, ."

Can someone tell me what the reflectors are for? Were they always there and I missed they (seriously have never noticed them)? I have a hard time believing someone’s going to run their car straight into a big brick wall because the horse trough isn’t in the middle to stop them.

Not only could some dope run into the brick triangle, but not many years ago a teen in an SUV actually barrelled straight into it at great speed and somersaulted right over it landing roof side down.
